George,
Are you refering to the .src.rpm file? If so, then this is an error,
and I can fix it for you. As far as the binary RPM's are concerned, they
are explicitly _not_ set up for development work. The user.make is
specific for the development machine that the RPMs are built on. I would
suggest you install the source rpm, and build from that.
