[vtkusers] vtkScalarBarActor - how to set it's range.

The vtkScalarBarActor is not limited to the range 0 to 1. Did you set the
ScalarRange of vtkElevationFilter? It defaults to the range 0 to 1, so if
you didn't set it to something else, that would explain the range of your
scalar bar actor.
