[vtkusers] image filter method ReleaseDataFlagOff explanation?

I am confused by when to use this ReleaseDataFlagOff method. I would greatly
appreciate a brief explanation of the concept and a rule of thumb when to
use it. Plus, how does it work in conjunction with Update?
