[vtkusers] Bug removed from vtkEditor

Hi,

We've removed a bug in vtkEditor, which prevented vtkEditor to boot
under Win95.
The affected files are:
	- genprocs.tcl
	- vtkeditor.bat
You can download the new files from our website and replace your old
files with the new ones.
