3.1.2: ScalarBar appears broken

Several problems seem to be at work here.

Running the ScalarBar.tcl example results in a scalar bar centered in the
window sitting on top of the data (the sphere).  Changing the view relative
coordinates of the scalebar has no effect on where the scale bar appears --
it's always in the center.

Also, the scalebar is coming up with a .2x.8 form factor, not the .8x.2
that's specified for Width and Height in the script.

As a result, all the scale labels overwrite each other.

Finally, interactivity is considerably slowed (vs when the scalebar is
commented out) and there is a lot of flashing for each redraw.  I seem to
recall there was a conversion to using overlays a while back, so I was a
little surprised.
