[vtkusers] [DOC] NEWS : doxygen documentation for vtk

A couple of updates. One of them is *cool*, developpers might love it :)

The VTK - doxygen project is still there :

Updates :

- *new* I've installed graphviz. You should too :))
   Doxygen is able to use it since 1.5 to generate the graphical 
inheritance diagrams, as well an impressive collaboration graph (file 
inclusion graphs too, but seems to be broken).
  It takes forever, but the result is... look at these :

- match doxygen 1.2.0 changes : it now handles RCS/CVS tags of the form 
$word:text$ natively, some changes had to be made on doc_version and 
doc_header2doxygen

- slight cosmetic change to use the javadoc tag syntax (@ instead of \)

- doxyfile has been updated to handle the vtkTypeMacro, thus the doc now 
shows the members that were missing :                   GetClassName, 
IsTypeOf, IsA, SafeDownCast
