Well, raw topographical data for the entire world at a 5 minute
resolution may be obtained in a variety of binary and ascii formats from
either the TOPO5 or TerrainBase 5 minute grids at
http://www.ngdc.noaa.gov/mgg/global/seltopo.html

Some useful terrain data might also be at this USGS site:
http://edcwww.cr.usgs.gov/doc/edchome/ndcdb/ndcdb.html

Oh, and the variable resolution DBDB-V bathymetry database may be found
at http://www.navo.navy.mil/  Look under the "Data Warehouse" link. 
This database will return real and/or interpolated depths at up to half
minute intervals.  It is only bathymetric data though, no surface
information. Still, it might be useful for you.
