This, IMO, is a FindPython issue. CMake issue filed here:

    https://gitlab.kitware.com/cmake/cmake/issues/18798

Once it is fixed, we should backport it into VTK (and move it from the
3.13 directory to 3.14 or 3.15 depending on when it gets merged).
