I think the summary of technical work to be done is the most important. The
details there are what we use to rank the applications that we get. Like
any technical proposal, your job is to convince the reviewers that, the
project idea is worthwhile (a given for the projects we proposed), that you
have given serious thought to the project, and that your plan has a good
chance to succeed.
