[vtk-developers] VTK code review / testing / integration workflow

On a side topic. I know that CDash restful API has been improved
lately, so now we can integrate CDash reports into commenting systems.
For example I have a proof of concept here:
https://github.com/robertmaynard/Remus/pull/108 . Github/Gitlab both
have a great web service hook system that should allow us to initiate
builds from pull requests.
