Hi,

These are the generic instructions that are not entirely applicable to
VTK. The VTK wiki is shared with several other Kitware projects (such
as CMake, ITK, etc) and so you can end up seeing instructions for
other projects. The VTK instructions for development are at
http://vtk.org/Wiki/VTK/Git/Develop and are the correct ones to
follow.

Anyone can register a Gerrit account and propose changes. The share a
topic section details how you publish the topic, and you should then
assign reviewers. If you are not certain who to assign you can ask for
review on this list. I hope that makes things clearer.
