[vtk-developers] Instructions for building VTK using devenv.

Hi David,

All done, please review it and make any changes to make it clearer.
It is now called Using Git and MSBuild to build
VTK<http://www.vtk.org/Wiki/VTK/GitMSBuild> and
is in http://www.vtk.org/Wiki/VTK#Building_VTK .
