[vtk-developers] Changes to bugtracker

[David Gobbi]

I had tried logging out and back in again... but manually deleting my
cookies has made the filters work again.  But still, "My View" and
"Main" do not show any issues assigned to me, even though the
"Assigned to Myself" filter in "View Issues" now works.
