[vtk-developers] Commit prefix missing on git checkins

When you specify BUG: some_bug_id

cdash generates a link to the bug tracker.

Personally, I find the prefix to be useful when scanning log files.
I'm not sure what the downside is for the prefix as long as it is
checked in the local repo as well as the master.
