[vtk-developers] New git commit hooks

I could, go either way on the trailing whitespace.  Trailing whitespace doesn't bother me much, and I find the check pretty annoying now, but I could get used to it if the community thinks it's important.

What about checking/stripping trailing whitespace as well?
This is something else that tends to look messy and result in lots of
noisy commits.
