[vtk-developers] two bug fixes

Patrick Emond and I are working on a number of
apps using the new widgets and he has uncovered
a couple of bugs:
one for vtkPointHandleRepresentation2D:

and another for vtkXYPlotActor:

I havent tackled bugs posted in the bug tracker
before so Im not sure what the procedure is
for resolving them myself.  Can someone provide
a few pointers?
