I was thinking of adding this to VTK/Hybrid, or VTK/Widgets for other
reasons as well: 

1) vtkXYPlotWidget, vtkScalarBarWidget have a similar framework
that could be refactored so that all 3 inherit from an abstract base class

2) add another widget for corner annotation of medical image data, as
is done with VolView, that is vtkPVAxesWidget would not necessarily
only accept vtkPVAxesActor and would be named to reflect this
