  1. How do you define significant change?

  2. It would be nice if you insist that the submission messages be
  posted to the vtk-developers list also.

  3. If one of the ARB members were to make the change then they
  should also post their submisson request to the vtk-developers list.
  That way the 33 other developers have some clue about whats going
  on.

Again the definition of minor would be useful.  

Mentioning even minor changes on the vtk-developers list might be
useful too.  Or would it be better to create one of those
vtk-cvs-commit lists where cvs logs are reported and interested folks
can simply subscribe?
