For what is worth, the ChangeLogs are online (see the "Get The Software" 
VTK page).

VTK nightly (both files updated each night):
   - ChangeLog.15 file (< 50 Ko) for the last 15 days
     http://public.kitware.com/VTK/files/nightly/ChangeLog.15
   - or the whole VTK ChangeLog file (> 2.2 Mb).
     http://public.kitware.com/VTK/files/nightly/ChangeLog

VTK 4.0:
   - ChangeLog.release-4-0 file (1.9 Mb) for the release-4-0 branch and 
earlier.
     http://public.kitware.com/VTK/files/release/4.0/ChangeLog.release-4-0
