[Ves] How to scale point cloud from pcd file

Hi All,
I'm now using KiwiViewer on iPad/iPhone to show .pcd file.
The dimension of .pcd file is quite large and difficult to control it using
KiwiViewer.

Anybody knows how to scale the dimension of point cloud data using PCL?
The dimension and corresponding information of my pcd as stated below:

*# .PCD v0.7 - Point Cloud Data file format
VERSION 0.7
FIELDS x y z rgb
SIZE 4 4 4 4
TYPE F F F F
COUNT 1 1 1 1
WIDTH 25160
HEIGHT 1
VIEWPOINT 0 0 0 1 0 0 0
POINTS 25160*
