[Tubetk-developers] Tube namespace

When adding new claases to TubeTK, please remember to use the tube
namespace.   This includes using tube as a sub namespace to itk. Many
classes in tubetk are not implementing this standard at this time.  I will
be doing massive renaming to get back into compliance.
