[Paraview] Transforming vs transform filter

Why are the Properties tab/ Transforming controls and the Transform filter different?

The Properties Tab/ Transforming looks like this:

*         Translation

*         Scale

*         Orientation

*         Origin

The Transform filter looks like this:

*         Translate

*         Rotate

*         Scale
