[Paraview] can vtkImplicitPlaneWidget be used in an XML-only paraview plug-in?

The problem stems because ParaView doesn't enable the
vtkImagingStencil by default. In your ParaView build, turn on
Module_vtkImagingStencil CMake flag and then rebuild ParaView and your
plugin.
