I believe you are looking for the advanced panel in the properties tab.  We have been trying to decrease the default complexity of the properties tab.  On the properties tab, just below the ? mark to the right of the delete button is a gear icon.  Click that.

In earlier version, it was obvious how to rotate and/or translate objects, including stl geometries.  But, it is not clear to me how this can be done in paraview-3.98.  Can some one point to me a direction?
