[Paraview] Scaling Vector Arrow

There probably isn't a convenient way to do it.
I suspect though that you could do it with two glyph filters: one a
cylinder, the other a cone. You will have to get creative to make sure
the cones start where the cylinders end regardless of the cone's
scaling factor.
