With PARAVIEW_INSTALL_DEVELOPMENT turned on.

It looks like the same problem that Paul reported:

- make && make HTMLDocumentation && make install

Both Documentation/ and doc/ directories exist in the install
directory, but paraview reports the following:

QTextBrowser: No document for
qthelp://paraview.org/paraview/ParaViewFilters.html
