[Paraview] Difficulty loading .raw files

You may also find it convenient to create a NRRD detached header file that specifies the parameters of the raw image.  The attached header file seems to work for the data you posted.

Things to change on the object inspector panel:
* Data Scalar Type: float
* Data Byte Order: LittleEndian
* File Dimensionality : 2
* Data Extent 0, 2047, 0, 2047, 0, 0
