[Paraview] polyData glyphs feature

When I load in attached POLYDATA file which has points & point_data only 
the Filter menu is disabled so I cannot put 'glyphs' at my points.

However if I create any source from the Source menu (I used Glyph) and 
then delete it the Filter menu stays enabled and I can finally put my 
glyphs on my data.

Bug? Feature?
