Yes, when you click on "Edit" next to "Labels" for any issue, a drop
down pops up. BTW, the workflow may be a lot easier come Friday. We're
updated to Gitlab 8.11 which now supports what it calls "Issue Boards"
(https://youtu.be/UWsJ8tkHAa8)  which make adding removing labels for
transitioning from one state to another as easy as moving the issue
around.
