[Paraview-developers] User Settings Plugin Directory

As stated here, a user should be able to add a:
~/.config/ParaView/ParaViewX.X/Plugins directory, where llugin lib
placed inside would be loaded automatically

Tested with paraview master git, it does not seems to work, and i
can't find any code doing that
in pvPluginTracker, nor pvPluginLoader.

Is this deprectated or is this a bug ?

I'm working on the plugin loader classes right now, and could do it easily.
