[Insight-developers] New Remote Module: SkullStrip

A Skull Stripping filter that removes face/skull from MRI data and
creates a mask for the brain. This is a common preprocessing step for
segmenting MRI brains and their contents.

NOTE: This algorithm is also availiable as a Slicer extension:
