[Insight-developers] Moving forward with converting all testing data.

The reason that getting rid of the submodule has been delayed is because many of the data are duplicate objects which only works with CMake 2.8.5  -- OR -- by removing duplicate objects (i.e. files that are identical with respect to their MD5sum's need to be referenced by only one file name).

Brad King has a script that converts all the submodule testing data to the new DATA{} external download mechanism.

I would like to propose that Brad King be allowed to do the manual conversion,  and then I will find an remove the duplicate objects (i've done this in the past, and it fixed failing test cases).
