This change was merged:

   http://itk.org/gitweb?p=ITK.git;a=commitdiff;h=b4b964be#patch1

but then broken again 2 days later:

   http://itk.org/gitweb?p=ITK.git;a=commitdiff;h=8c742085#patch14

Why do you need to include ITKExternalData there?  Was that just left
from testing?
