After our discussions on today's t-con I noticed that you added "New
Code Contribution Process":

I suggest that we update the existing "ITK Procedure for Contributing
New Classes and Algorithms" :
http://itk.org/Wiki/ITK_Procedure_for_Contributing_New_Classes_and_Algorithms
changing the name if appropriate. This page is linked from "ITK
Policies and Procedures":
http://itk.org/Wiki/ITK_Policies_and_Procedures .

The "ITK Policies and Procedures" should be a one stop location for
all of our processes.
