[Insight-developers] ImageIO::ReadBufferAsASCII and WriteBufferAsASCII do not handle signed and unsigned chars correctly

Hi Brad,
Yeap, currently we don't use version stamps systematically
in the files we write from ITK.
I guess that my comment was mostly something to add for
a wish list, for the next time we come up with a new file format.
