Hi Tom,

Your paper to the IJ can be as small as 1 or two pages.

Please keep in mind that this is a "technical report",
not a paper.

You only need to say:

   a) Motivation for this filter
   b) What does the filter do
   c) How to use it

It actually comes down to copy pasting your first email
into a LaTeX file   :-)
