[Insight-developers] Serious GDCMImageIO bug in 3.16

There is a serious bug in itkGDCMImageIO that was fixed post itk 3.16
release. It is described here:

Can you apply this to itk 3.16? Slicer3 is currently using 3.16, so
they will benefit from the change.

The bug cause the incorrect orientation to be written to DICOM files.
I think it has always been there.
