[Insight-developers] Minor bug in itk::PolygonSpatialObject

Julien:

Just committed a fix for a bug in itkPolygonSpatialObject. It failed
to work in the 2D case. Also the computed orientation of the plane the
polygon lay in was incorrect. Axial was flipped with sagittal giving
erroneous rasterization results.
