[Insight-developers] Some failure in Review do to file format

Sophie,

Some of the Windows timeouts/failures in Review are attributed to the
Baseline/Review .mha images not having the -kb sticky bit set. This is
required on windows systems to indicate that the file is binary. I
added -kb to the offending files using cvs admin and also changed
CVSROOT/cvswrappers to automatically add the -kb to .mha files in the
future.
