itkTestDriver is useful only to run tests, However:
  - it can be used to run tests even if ITK hasn't been built with its  
tests, for the IJ for example
  - it is used to run the wrappers tests, and so must be built even if ITK  
is built without BUILD_TESTING ON
Is it easy (and clean) to put it in Testing/Code/Common and built it even  
if BUILD_TESTING is OFF ?

There is also ImageCompare and ImageCopy :-)
