[IGSTK-Developers] Feature Requests in igstk::Annotation2D class

Patrick, Luis and I had a discussion yesterday regarding Patrick's
feature requests in the igstk::Annotation2D class.

We have summarized the proposed changes on the Wiki.

PS: I have made a copy of the igstk::Annotation class to the IGSTK 
subdirectory of
