[IGSTK-Developers] Requirements page

Hi everybody,

I have put a link to our old requirements page under "Developer's 
Corner" --> "Current_Development" section.

Tentatively, I put all old requirements under "Phase II Requirements", 
and started a session for phase III. We will manage the requirements by 
components for right now, until we have concrete release/iteration 
schedules.

Please start putting requirements under those links.
