[IGSTK-Developers] CVS tag

The IGSTK main source and sandbox source trees were tagged this
morning with the string:
"Release-Iteration-4-Sandbox-Phase"
This string is consistent with the naming convention used in past
pre-releases.

I am at a conference through Wednesday so I'm hoping
Luis will be available to determine if Iteration 4 is ready,
at which point a Release-Iteration-4 tag should be made.
