[IGSTK-Developers] Development Paper: final comments from Kevin Sr.

Yes, I did get his comments. I thought I got them all incorporated. Since I had already started wrapping up the paper when they came in I had to mix automatic merging with manual merging. I will wrap it up today and submit this morning or afternoon.
