[ITK] Convert stl to DICOM

Hi Markus,

did you refer to DICOM polygonal surface
<http://dicom.nema.org/dicom/2013/output/chtml/part03/sect_A.57.html>
format? Or just binary DICOM image?

Andras, can slicer write this
