You're not thinking far enough ;-)

set(APP_RSRCS_FRENCH French.lproj/SDLMain.nib ...)

set_source_files_properties(${APP_RSRCS_FRENCH} PROPERTIES
  MACOSX_PACKAGE_LOCATION Resources/French.lproj)
