Because as a library developer YOU are responsible for making sure  
your library integrates well with the operating system you intend to  
deploy on it. Each Operating System has rules according to Person1,  
Person2, Person3.... PersonN. It is up to YOU as the DEVELOPER of the  
library to pick something that makes sense for your project. And just  
because it makes sense for YOU does not mean it makes sense for MY  
project.
