[CMake] [NEW Module] Determines Visual Studio service pack

Here's a module that tells you if you're building with VS 2005, VS 2005 SP1,
VS 2008, or VS 2008 SP1.  Sometimes there are issues mixing VS2005 & VS2005
SP1 because the compilers are slightly different.

Just want to seek comments on the interface, implementation, etc.
