[Cdash] cdash upgrade and no longer sending emails

The root problem Clint (and others) are experiencing is that
committers do not get email for build errors when CDash does not yet
have a list of who has committed while it's processing build.xml,
right?
Seems like the build errors should be re-analyzed when update.xml is
processed, and committers should get emails about build errors at that
time.
I agree, update errors are more appropriate for site maintainers than
committers. But committers should get emails if their commits
potentially caused build errors.
