[Cdash] Weird problem with uploading project logo

Hi Marcel,
I think the production machine is trying to compress the logo but the
encoding of the database is not UTF-8 so it's failing. You can disable
the compression in CDash via config.php (or config.local.php).
$CDASH_USE_COMPRESSION='0';
But it's recommended to keep the compression and change the encoding to
UTF-8.
